NextNav Unveils Fresh Strategy for Enhancing and Backing Up GPS Using Extra Spectrum for Broadband Services

NextNav (NN), a leading provider in next-generation positioning, navigation, timing (PNT), and 3D geolocation, has submitted a rulemaking petition to the Federal Communications Commission (FCC), urging for an innovative spectrum solution within the Lower 900 MHz band (902-928 MHz). This petition proposes a restructuring of the band to support both terrestrial PNT networks and broadband services.


The filing, made today, specifically calls upon the FCC to reorganize the band plan and establish new regulations to:

  • Enable a robust terrestrial alternative and backup to the Global Positioning System (GPS), which is crucial for essential PNT services.

  • Allocate 15 megahertz of low-band spectrum for utilization by mobile broadband networks.


CEO Mariam Sorond expressed enthusiasm for this initiative, stating, “We have an opportunity to unlock the potential of our airwaves. This new vision for the Lower 900 MHz band opens up spectrum for vital PNT solutions and broadband services, while safeguarding existing licensed operations. In a time where spectrum resources are limited, this proposal prioritizes national security, public safety, and the advancement of 5G technology, benefiting both the American populace and the economy.”


Recently, NextNav finalized an agreement to acquire additional spectrum licenses covering 4 MHz in the Lower 900 MHz band. The approval by the Superior Court of the State of California, County of Alameda, on March 28, 2024, allows NextNav to proceed with FCC approval for the acquisition.


As the primary geographic licensee in the Lower 900 MHz Band, NextNav has utilized its existing licenses to develop cutting-edge PNT solutions. However, underutilization persists due to outdated band plans and restrictive regulations hindering 5G deployment.


Under the proposed band plan, NextNav aims to establish a terrestrial PNT service to serve as a backup and complement to GPS, addressing vulnerabilities such as jamming and spoofing. This initiative aligns with the FCC's goal of advancing NextGen technology for PNT services without additional legislative or taxpayer funding.


Moreover, the modernized Lower 900 MHz band plan allocates 15 MHz of low-band spectrum for 5G services. NextNav plans to collaborate with mobile network operators and other stakeholders for commercial deployment while ensuring protection for incumbent operations.


NextNav envisions its NextGen PNT technology leveraging 5G capabilities, offering precise 3D positioning with single-digit accuracy, indoor and outdoor coverage, and wireless distribution of resilient timing.
