Thailand’s capital is set to introduce the country’s first 191 Emergency Location Service (ELS), a pioneering initiative jointly developed by the Metropolitan Police Bureau’s Patrol and Special Operations Division, AIS, and Google. The new service is designed to dramatically improve emergency response by providing authorities with real-time, precise caller location information.
Powered by Google’s Android Emergency Location Service and underpinned by Advanced Mobile Location (AML) technology, the system securely transmits a caller’s exact geographic coordinates when dialing 191 on the AIS network. This innovation addresses critical challenges such as caller distress, confusion, or inability to convey a location during emergencies.
The solution requires no mobile data or additional applications. ELS is integrated directly into Android devices, utilizing GPS, Wi-Fi, mobile networks, and device sensors to deliver highly accurate positioning details to emergency command centers.
With Thailand’s high Android market share, the new capability promises to significantly strengthen nationwide emergency response without the need for costly infrastructure upgrades. AIS is the first operator in Thailand to enable this functionality, extending enhanced safety to both Thai citizens and international visitors—boosting confidence in public safety and tourism alike.
The National Broadcasting and Telecommunications Commission (NBTC), which facilitated the collaboration, emphasized the importance of expanding the service to cover all platforms. Since AML is supported on both Android and iOS, authorities aim to scale the service nationwide, ensuring inclusive access and further advancing Thailand’s emergency response ecosystem.
