[Shenzhen, China --- 26 Aug 2026] Caltta, a global leading provider of professional critical communication solutions, has further expanded its European presence by partnering with COMTEQ, its trusted local partner in Norway, to deploy a customized DMR emergency communications system for a Norwegian local government. Built for extreme scenarios, the independent radio network operates autonomously during national grid outages and conventional communication failures — ensuring uninterrupted critical communications for local public safety, emergency response, and municipal operations.


With extreme weather events and public safety risks on the rise across Europe, traditional grid-reliant communication networks often fail precisely when they are needed most. To address this vulnerability, Caltta and COMTEQ jointly delivered a self-sustaining, stable, and future-proof dedicated communications solution tailored to local municipal needs.


Solution Overview

  • The emergency communications network is built around the following Caltta hardware:

  • Caltta PR900 Repeater — operating in DMR Tier II mode in the VHF band, serving as the backbone of the network

  • Caltta PH660 Handheld Radios — equipped with AES-256 advanced encryption for all operational personnel

  • Existing Infrastructure Utilized — the repeater is mounted on an elevated structure already owned by the customer, achieving natural coverage extending well beyond the municipality's own borders with no new mast construction or site acquisition required

  • Extended Autonomy — approximately one week of continuous battery operation (2 × 100 Ah battery bank) before automatic switchover to generator power


Built on Open Standards

Three principles make this solution future-proof, ensuring long-term value and flexibility for the customer:

a. Open Standard — No Vendor Lock-In

The system runs on DMR (Digital Mobile Radio), an open ETSI standard. The customer is never locked to a single brand or manufacturer; any DMR compliant radio configured with the correct parameters works seamlessly within the network.

b. AES-256 Advanced Encryption

All voice and data traffic across the network is protected with AES-256 encryption — included as a standard feature, not a premium add-on. This delivers genuinely strong security for sensitive operational communications, going well beyond basic scrambling.

c. Future-Ready Architecture

The entire system can be upgraded to DMR Tier III trunking at a later stage. The capability already lives in the PR900 repeater and PH660 handheld hardware, so the customer can scale up without replacing the radio fleet — protecting the initial investment while providing a clear growth path.
