Urban management as a cross-department effort requires smooth communications and unified command among various departments of the government. Therefore, it is essential to build a unified communication and dispatching system in order to offer coverage and connectivity for the staff to respond, coordinate, and deliver in an efficient and secure way.

The staff of the Montenegro government was relying on their cell phones during their work hours. After a cyber-attack on its office network, the government decided to retire the legacy communications system and started to look for a more dedicated and secure communications system. After an in-depth discussion with the local government, Inrico clarified the customer requirements and pain points as follows:

• The municipal management needed to improve incident response and handling

Visualizing the management process facilitates the retracing and investigation of incidents. A summary of the methods and best practices provides a basis for improving management in general.

• Inadequate interoperability caused poor collaboration among departments

Consumer cell phones cannot realize the interconnection and interoperability with narrowband devices such as the existing DMR/TETRA two-way radios used by other departments.
