From LMR-Centric to Broadband-First: Building the Next Generation of Public Safety Communications

Public safety communications are entering a new technology era. Land Mobile Radio (LMR) remains the foundation for mission-critical tactical voice, but increasingly capable broadband networks are creating opportunities to extend public safety communications beyond traditional radio infrastructure.


A field test conducted by the Multi Agency Communications Center (MACC911) in Grant County, Washington, in August 2026 demonstrated the potential of a broadband-first communications architecture—one in which LMR operates as a critical component of a wider, resilient IP-based communications network rather than as the network itself.


This evolution creates a technology pathway from LMR → resilient broadband → Mission Critical Services (MCX) over 4G/5G.


Rather than replacing existing radio systems, agencies can connect LMR to broadband networks and progressively introduce broadband-enabled capabilities, including mission-critical push-to-talk (MCPTT), video, data, location services, multimedia communications and real-time situational awareness. As 5G Standalone and mission-critical services mature, this architecture can provide a foundation for integrating public safety users, devices, applications and operational systems across a common IP environment.


The approach also enables a gradual technology transition. Agencies can continue investing in and maintaining LMR for the highly reliable, immediate group voice communications it provides, while using broadband connectivity to extend its reach and functionality. New MCX and 5G capabilities can then be introduced incrementally without requiring an immediate replacement of existing radio infrastructure.


For 911 directors, police chiefs, fire chiefs and communications technology leaders, the strategic opportunity is therefore not LMR versus broadband, but LMR + broadband + MCX/5G.


The first practical step is straightforward: connect the radios agencies already own to resilient IP networks. From there, organizations can build toward a more interoperable, resilient and data-rich public safety communications architecture—while leveraging existing investments and introducing next-generation capabilities at a manageable pace.
